BILECO bares new electrification initiative for indigent consumers

In line with the amplified efforts of the Cooperative to accelerate the electrification of the remaining unenergized households in its franchise area, BILECO has met the barangay officials of Naval district on January 29, 2021 to introduce the ‘Pailaw sa Bahay Tungo sa Magandang Buhay’ program.

The new Pailaw program was instituted in response to one of the major thrusts of the National Electrification Administration (NEA) thru the leadership of Administrator Edgardo Rama Masongsong geared towards the attainment of 100 percent electrification by 2022.

One major objective of said initiative is to encourage and empower indigent MCOs to apply for power service connection and to help eliminate the existing illegal or flying connections.

It was highlighted in the meeting that beneficiaries of the program are indigent consumers applying for new residential household connection.

This offering is resemblant to light now, pay later scheme where BILECO shoulders first the expenses for housewiring and other coop fees and shall be paid later on by the beneficiary on a staggered basis. The period for installment shall be 6 or 12 months depending on the total due. Applicants shall pay only ₱5 membership fee upon submission of the application requirements.

The process of availment includes submission of endorsement letter with list of beneficiaries issued by the barangay to be verified by BILECO. Verified applicants shall attend seminar and sign individual promissory note. Accredited electrician then installs housewiring and process the required documents. Finally, complete set of documents shall be submitted to BILECO for approval and installation of kilowatt-hour meter.

It was presented during the meeting that Pailaw is more beneficial and economical to prospective applicants after the Board waived some of the coop fees.

According to GM Gerardo Oledan, this program is an opportunity for the barangay officials to help their constituents thru the provision of electricity. The barangay leaders committeed to give full support for the success of the program which is expected to kick off this quarter.

BILECO targets over 1000 beneficiaries for this year apart from beneficiaries of Sitio Electrification Program, NHA and other coop electrification initiatives.

BILECO is set to hold more meetings with other barangay officials in other districts to discuss the new program.
